The Measure ULA ordinance text says $5,000,000 and $10,000,000. The Office of Finance applies inflation-adjusted thresholds of $5,400,000 and $10,900,000 for sales closing after June 30, 2026. This page uses the applied figures.

Who pays in Los Angeles

California law does not assign it. In Southern California the seller usually pays; in the Bay Area it is often split.

What catches people out

Measure ULA is often called the mansion tax. It applies to the entire price, not just the amount above the threshold, so a sale at $5,400,001 pays 4 percent on all of it. The thresholds move with inflation every year, which is why the ordinance says $5 million but the city currently applies $5.4 million.
