If the seller receives the homestead property tax exemption at the time of transfer, the county portion is waived and the total drops to $1 per $1,000. There is also a $3 minimum. Ohio counties set their own permissive fee between zero and $3 per $1,000, so the total ranges from $1 to $4 across the state. Franklin County is at $3.00 per $1,000, which is 0.30 percent. All of the money stays with the county.
